Prof. Saed Khayat is a Higher Education Transformation Leader with more than 25 years of executive, academic, and international experience in university development, institutional planning, quality assurance, funded projects, and strategic partnerships.
He currently serves as Director of the International Grants and Projects Center at An-Najah National University. He also leads An-Najah Innovation Park and An-Najah Global Virtual University, and serves as Regional Director of the CIMEA Middle East Office – Palestine.
Throughout his career, Prof. Khayat has led university internationalisation, academic mobility, research collaboration, proposal development, donor compliance, project governance, and institutional reform. His experience includes the Bologna Process, ECTS, qualifications frameworks, micro-credentials, recognition of prior learning, digital education, innovation, and lifelong learning.
He has held senior leadership roles including Vice President for International Academic Relations and Dean of Planning, Development and Quality at Palestine Technical University – Kadoorie. He has also led applied research, technology transfer, innovation initiatives, and capacity-building programmes across higher education institutions.
Prof. Khayat has coordinated and contributed to international initiatives funded through programmes such as Erasmus+, Interreg NEXT MED, the International Atomic Energy Agency, and other regional and European partnerships. His work supports stronger educational systems, international cooperation, research governance, innovation, and sustainable institutional development.
He holds a PhD in Natural Sciences from Karlsruhe Institute of Technology, Germany, and is a Professor specialising in hydrogeochemistry, isotope hydrology, groundwater quality, water security, and climate adaptation.
